陈求发介绍，二期工程主要是研制并发射“嫦娥三号”和“嫦娥四号”月球探测器。在科学技术方面，实现四个第一，要研制并发射中国第一个地外天体着陆探测器和巡视探测器，第一次利用“长征三号乙”运载火箭发射地月转移轨道航天器，第一次建立和使用深空测控网进行测控通信，第一次实现月球软着陆、月面巡视、月夜生存等重大突破，开展月表地形地貌与地质构造、矿物组成和化学成分、月球内部结构、地月空间与月表环境等探测活动，建成基本配套的月球探测工程系统。
